Roof replacement in Sainte-Rose

To fully replace the roof of an older building in Sainte-Rose, the order of the steps matters. The address is checked first. The PIIA comes next if needed, then the permit, and only after that the materials order.

01

Buildings from another era

The village core of Sainte-Rose dates back to the second half of the 18th century. Along boulevard Sainte-Rose, the City lists nearly 200 buildings of interest that, it writes, bear witness to old construction techniques.

On a building of this kind, replacing roofing in Sainte-Rose can hold surprises. Under the covering, we may find a deck or a frame older than expected. Ask us to write in our quote what we will do if we find damaged wood.

02

1. Check the address

Look up your address in the City's Info-règlements tool. If it is covered, a notice says so: « Attention! Des dispositions particulières s'appliquent à votre zone. » (special provisions apply to your zone). The boundaries of the territory of heritage interest are on the maps of the Code de l'urbanisme (Laval's urban planning code).

03

2. Find out whether a PIIA applies

The PIIA (site planning and architectural integration program) covers changes to the roofing materials of a principal building. Three cases are exempt: replacement with the same material of a similar colour, replacement with a material that preserves or restores the original or traditional characteristics, and renovation work on a flat roof.

Describe your project to the Service de l'urbanisme (urban planning department) with the current material, the planned material and its colour. Your replacement may require a PIIA, and the answer belongs to the City.

04

3. Get the permit

For a residence, the City requires a permit when the covering is replaced with a new material and does not require one when the material stays the same. The City does not define what same material means. The fees and the counter address are on the area page.

In a heritage territory, two points from the Code are added. The PIIA is an additional condition for issuing a permit or a certificate. When maintenance work is subject to PIIA approval, the permit or certificate becomes mandatory.

The City asks that you wait for the permit before starting and display it where it can be seen from the street during the work.

05

4. Plan for the time

For the permit, the City announces about 30 days from the complete file. For the PIIA, the City writes only that the processing time and the cost vary. Do not set the work date with us before you have the City's answer.

The program for heritage buildings

The City's list of programs contains nothing for the roof of an ordinary residence. It includes a revitalization program for heritage buildings, presented as financial help of up to $35,000 to renovate or restore a heritage building.

The City has published two examples of roofs that received help, one in batten seam metal in Sainte-Dorothée and one in standing seam metal in Saint-Vincent-de-Paul. The City says it covered 65% of eligible costs in each case. These two roofs are not in Sainte-Rose. The examples the same page gives in Sainte-Rose concern walls and woodwork, not the roof. None of these examples guarantees anything for your building. Eligible buildings and work, as well as the status of the program, must be checked with the City before counting on this help.
