Does my flat roof have to be white in Laval?
Article 380 of the Code de l'urbanisme (Laval's urban planning code) requires a flat roof to be green, white or have a solar reflectance index of at least 78. Three questions tell you whether your roof is covered and what the article requires.
Article 380, point by point
According to article 380 of Laval's Code de l'urbanisme, principal and accessory buildings with a flat roof must have one of these coverings, or a combination:
- a green roof,
- a white material, a material painted white, or one covered with a reflective coating or white ballast,
- a material with a solar reflectance index of at least 78, as shown by the manufacturer's specifications or by a professional's specifications.
The article provides three exceptions: buildings and equipment permitted on a roof, residential accessory buildings with a footprint under 40 m², and farm buildings. Appendix C of the Code defines a "flat roof" as a roof with a slope of 16.7% or less, or 2:12. The article does not cover sloped roofs.
The Code does not say what applies to an existing flat roof redone identically. We have asked the City's Service de l'urbanisme (urban planning department). Until the answer is in writing, ask the question yourself before ordering the membrane.
This tool summarizes the text of the Code. It does not replace the answer of the City of Laval's Service de l'urbanisme. Article read on October 8, 2026.
