The example the City publishes
In January 2026, the City presented projects supported by its revitalization program for heritage buildings. The Sainte-Dorothée project concerns a Victorian house from around 1895. The roof of this house was redone in batten seam metal, and the City writes that it covered 65% of eligible costs.
The portrait of the area and its village core is on the page roofing in Sainte-Dorothée.
The help program for heritage buildings
In its list of programs, the City describes financial help of up to $35,000 to renovate or restore a heritage building.
Still to be checked with the City: eligible buildings and work, the rate in effect, and whether the program is accepting applications. For another project, in Saint-Vincent-de-Paul, the City specifies that 65% was the maximum offered at the time the application was filed. The 65% rate is not a promise.
Also ask whether the application must be filed before signing with a roofer.
Older building: the order of the steps
- Look up your address in the City's Info-règlements tool. A notice there flags the special provisions of a zone.
- Ask us to name in writing the material in place.
- Ask the Service de l'urbanisme (urban planning department) whether your project requires a PIIA (site planning and architectural integration program). The Code exempts replacement with the same material of a similar colour, or with a material that preserves or restores the original or traditional characteristics, as well as the renovation of a flat roof.
- Find out about the heritage program before settling on your choice.
- Get the authorizations, then set the date of the job.
The Code de l'urbanisme (Laval's urban planning code) presents the PIIA as one more condition for issuing a permit or a certificate. For the processing time and the cost of this step, the City says only that they vary.
Ordinary house: nothing in the City's list
The City's list of programs contains nothing for the roof of an ordinary residence.
For a residence, keeping the same material needs no permit and changing it requires one. The City does not define what the same material is. The fees, the processing time and the counter address appear on the area page. If the roof is flat, article 380 of the Code requires a green, white or highly reflective covering, without addressing the case of an existing roof redone identically.
What the quote should say
On an older building, a written quote should answer four questions.
- What material does the roofer propose?
- What does the roofer do if deck boards turn out to need replacing?
- How long do the manufacturer's warranty and the contractor's warranty last?
- Who puts together the file for the City?
The contractor must hold a licence from the Régie du bâtiment du Québec (RBQ, Quebec's building authority). Its public register lets you check.
Frequently asked questions
Does my Sainte-Dorothée house qualify for heritage help?
We cannot say. The City announces help of up to $35,000 for a heritage building, and the eligibility conditions must be checked with the City.
Does the City always pay 65% of the costs?
No, nothing guarantees it. This rate is the one the City reports for projects already completed, including a roof in Sainte-Dorothée.
Is there a grant for a recent house?
The City of Laval does not offer one, according to its list of programs. Programs from the Quebec government and Hydro-Québec cover roof insulation, and their conditions must be checked on the official sites.
